In today’s budget, the Chancellor announced a two-year pay freeze to cover public sector workers earning more than £21,000. I can confirm having spoken to the Home Office that this will not affect police officers expecting the final instalment of the three-year pay deal due this September. This also confirms the assurances given by the Home Secretary and Police Minister at our conference in May.
The Home Secretary has announced a review of police officer terms and conditions. Although there are as yet no detailed proposals, at a meeting on 8th June the Home Secretary and Police Minister assured the Vice-Chairman and me that the Police Federation of England and Wales would be fully engaged in any consultation.
Today the Chancellor also announced that an independent commission on public service pensions, to be chaired by Lord Hutton, will report by the Budget 2011. Whilst we await details of the terms of reference of the commission and its interaction with any proposals for changes to the police pension scheme, we were again assured by the Home Secretary and Police Minister that we would have full involvement in the consultation process.
We therefore await further details but have made clear to the Home Secretary that policing is a uniquely demanding profession and that the government must ensure that the dangers inherent in our role are fairly reflected in our terms and conditions.
